On June 15, the National Radio and Television Administration (NRTA) released the industry standard Technical Requirements and Measurement Methods for Integrated Television Private Network Services (GY/T 428—2026). This standard provides the necessary framework to implement the NRTA's mandate for the "dual enhancement" of broadcasting and audiovisual services and user experience, while also regulating the development of integrated television private network services.
 

The standard clearly defines integrated television, adopting an "application software + adapter hardware" model to virtualize the core capabilities of set-top boxes, thereby balancing security and reliability with convenience and efficiency. Regarding technical requirements, it ensures full compatibility with HD and UHD video coding standards such as AVS+ and AVS2, as well as the Audio Vivid three-dimensional audio coding standard. In terms of user service, it explicitly mandates core functionalities including "direct access to live TV upon startup" and responsive universal remote controls. For security protection, it establishes mechanisms such as the isolation of private network transmission from the public internet, and binding authentication between application software and adapters.
The promulgation and implementation of this standard will promote the deep integration of cable TV, IPTV private network services, and intelligent audiovisual terminals. It aims to provide the public with simpler, higher-quality, and more user-friendly audiovisual services, further driving terminal upgrades and the iterative advancement of the broadcasting and audiovisual industry.
