October 23, 2013  Beijing

On October 22, Russian Prime Minister Dmitry Medvedev engaged in an online interaction with Chinese netizens on Xinhua Net. In the "High-End Interview" segment of Xinhua Net, host Zhao Yan interviewed Medvedev about the numerous questions raised by enthusiastic netizens through forums, Weibo, and text messages. Medvedev expressed his willingness to communicate with Chinese netizens, addressing topics such as the development of Russia-China relations. Below are excerpts from the interview:

Host: Mr. Prime Minister, I see that there are currently 2,178 questions from netizens on the page, many of which pertain to the interactions between China and Russia. A netizen named "Hua Ruo Xian" asked: The leaders of China and Russia believe that the relationship between the two countries has reached an "unprecedented height." How do you interpret this height?
Medvedev: I completely agree that the relationship between our two countries has reached an unprecedented height. What does this height consist of? It lies in the comprehensive scale of all our relations, as well as the level at which our bilateral relationship stands. I have personally experienced all of this in recent years. We now position our relationship as a comprehensive strategic cooperative partnership, but behind this statement lies a significant trade volume, which is approaching 100 billion USD. During my talks with Premier Li Keqiang today, both sides discussed that this is not the limit; we could even reach 150 billion, 200 billion USD, or more. However, specific numbers are not that important. To further promote our cooperation and address economic issues, we should enhance the quality of our collaboration. We are currently cooperating in various fields, including energy and cultural sectors, and we continuously hold large-scale events. Since 2006, the two countries have been hosting themed years. 2006 was China's "Year of Russia," 2007 was Russia's "Year of China," and 2009 and 2010 were designated as the years of language exchange. Following that, we had the China-Russia Year of Tourism. The two countries are about to hold a Year of Youth Exchange. This high level of cooperation is something our two countries have never achieved before, which is a positive development because we are neighbors.

In 2007, Xinhua News Agency established an internal digital television front-end system, planning to transmit a total of 126 channels, which includes 35 existing analog channels, 87 new channels, as well as one self-produced news channel, one conference television channel, and one educational channel, with one channel reserved. The construction of this system was required to adopt the DVB standard, based on broadcasting methods, to enable digital reception for business television users. Additionally, the system was required to have good compatibility, reliability, and upgradability, providing services to Xinhua News Agency's internal staff and their families, while also considering future support for two-way services such as VOD and time-shifted television. The front-end hardware of the system utilized a complete set of equipment from the industry-leading manufacturer, Skopas, as the foundation of the entire digital television platform; the construction of the platform was based on IP technology, with connections between devices made via IP. The entire system is managed and monitored by the Skopas NMS-4000 network management system. The core devices in the system adopted an N+1 automatic redundancy design to ensure stable and reliable system operation. Since 2010, Beijing Oneband has been responsible for the maintenance, upgrades, and renovations of the Xinhua News Agency's business television system, providing live broadcast support during numerous major events.
